CIL's Residential Access Program

CIL consumer using a lift built by Residential Access programBy building/installing various home modifications and fixtures, CIL helps eligible Berkeley residents live more safely and independently in their homes.

Examples of modifications that we install for free: exterior lifts or ramps for access in and out of the home; grab bars, standing poles, flexible shower hoses; flashing doorbells for people who are deaf/hearing impaired; tactile stair tread tape and handrails for people who are blind/low vision. We will do a home assessment to see if we can accommodate the specific need for your disability.

Who is eligible to receive this program's services?

You must be a Berkeley resident, have a verified disability, and fit our low to moderate income criteria. (Example: if you make less than $46,050 a year, as a single person, you would qualify).

Who pays for this work?

This program is funded by the City of Berkeley, with federal monies coming from the Housing and Urban Development’s Community Development Block Grant, or CDBG.

Do I ever have to pay anything?

Usually, no. However, sometimes a project is too costly for our program's budget (we have to spread our limited funding among many households). We first try to get assistance from other agencies, but occasionally we ask a resident to co-pay on a project, such as a lift, if that is the only way we can afford to provide access.

Do I have to own my own home to qualify?

No, you can be a homeowner or a renter.

Is there a waiting list for these modifications?

There is very little waiting time for an interior modification such as a grab bar, usually no more than 3 weeks. There is a longer waiting list for ramps and lifts. On the average, it takes from 6 month to 1 year from the time you call to get a ramp or lift, but sometimes it is faster. We will make a home visit right away when you call us, so we can assess your need and get the process started.

What is required of me to apply?

Our funders require copies of the following documents: proof of identity, such as a copy of your driver’s license or a California ID; proof of disability, such as a doctor’s letter or SSI/SSDI statement; proof of income, such as a tax return or a social security benefit statement; proof that you live at the residential property to be modified, such as a PG&E bill with your correct address, or a copy of your lease. Homeowners are listed on the Berkeley city website, so no additional proof is necessary.
