POSITION:   Housing Specialist-Oakland Office-I
HOURS:   Part-Time (20 hours weekly)

SALARY:   $15,466.67

Summary:
This position assists people with disabilities in finding accessible/affordable housing in Oakland, Alameda, Piedmont and Emeryville.

Responsibilities:
1. Work as a team member to assure that consumers receive quality services.
        a. Collaborate with/make referral to other service staff to ensure that consumers receive appropriate services
        b. Participate in regular team/staff meetings.
2. Work directly with persons with disabilities in locating accessible/affordable housing.
        a. Assist is identifying housing needs, access needs and other issues.
        b. Develop with consumer appropriate housing search strategies
        c. Inform consumers of their rights and responsibilities as tenants according to local, state, federal laws.
        d. Assist in securing van rides to support housing search.
        e. As appropriate, advocate on behalf of consumers with landlords.
        f. Make referrals to other agencies as appropriate.
        g. Perform necessary regular follow-up.
3. Provide pertinent housing information to consumers
        a. Participate in the coordination of workshops.
        b. Maintain current information on resources including financial assistance programs related to housing,
         including utility assistance programs.
        c. Provide information on housing options and living arrangements including local subsidized housing options.
4. Maintain listings of available housing.
        a. Communicate with landlords, property managers, and other resources in identifying available vacancies.
        b. Establish relationships with landlords, property managers, and others for ongoing listings.
        c. Identify and utilize other sources such as newspapers and subscription listings.
5. Maintain current information regarding status of local housing subsidy programs.
        a. Provide information on the status of these programs to persons with disabilities.
        b. Provide disability certifications for Section 8 subsidy when the Housing Authorities open waiting lists.
6. Build coalitions with other community organizations involved in housing rights issues, housing support
        services, housing provision, and housing development.
7. Assist consumers with Fair Housing Complaints.
8. Maintain records and submit reports
        a. Maintain consumer records including progress notes and other standard agency documents
        b. Compile, complete, and submit statistics for monthly reports by designated deadlines.
9. Other reasonable duties as assigned by the Oakland Program Manager.

Qualifications:
1. Personal experience with disability and work experience in the disability field.
2. Experience in providing housing services.
3. Excellent communication, interpersonal, and organizational skills.
4. Knowledge of local resources.
5. Knowledge of Fair Housing Amendments Act, California Fair Employment and Housing Act.
6. Experience in multi-cultural settings.
7. Bi-lingual/bi-cultural preferred.

Job Title:   Moving On Coordinator
Part-time:   20 hours per week

SUMMMARY

The Moving on Coordinator is responsible for administering the Moving on Program, which provides independent living skills training to consumers with developmental and other disabilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Collaborate with Department of Rehabilitation (DOR) and Regional Center of the East Bay (RCEB) regarding consumer eligibility, allotted training time and consumer accounts
2. Review, prepare and forward monthly and quarterly reports to RCEB and DOR
2. Monitor annual review and renewal dates of Individual Service Plans (ISP) and Independent Living Plans (ILP) in order to maintain program solvency.
3. Conduct outreach to obtain referrals from DOR and RCEB.
4. Prepare and forward Instructor Hours Report to supervisor each pay period.
5. Meet supervisor to resolve any problems with the Instructor Hours Report.
6. Prepare and maintain consumer files.
7. Network with RCEB, DOR and other organizations to implement the Recruitment and Retention Program to maintain and/or increase consumer base.
8. Match consumer to the appropriate Independent Living Skills Instructor.
9. Other duties as assigned.

Supervisory Responsibilities:
Day to day supervision of the Moving on Program and staff, resolving issues where possible or in conjunction with Program Director resolves the more difficult issues.

QUALIFICATIONS
  • Experience working with people with developmental and other disabilities
  • Two years of recent supervisory experience
  • Two years performing outreach to community organizations;
  • Analyzing and compiling reports and experience with DOR and RCEB Recertification Reports
  • Experience in assessing consumer needs
  • Ability to conduct staff training workshops.
  • Strong interpersonal communication and organizational skills
  • Personal experience with a disability preferred
  • Bi-lingual/Bi-cultural preferred
